Greece unveils 350 million euro Hellas-Space 2.0 programme, tenders to begin in late 2026
Greece has structured its new Hellas-Space 2.0 national space programme into seven core pillars, with a total budget of 350 million euros and the first procurement tenders expected to be launched in the final quarter of 2026.
The programme framework was published by the General Secretariat for Telecommunications and Post. Funding has been secured through the Recovery and Resilience Facility, with the resources to be managed by the European Space Agency (ESA), which will conduct the tender process in cooperation with the Ministry of Digital Governance.
The indicative industrial cost of the seven programme pillars ranges from 257 million euros to 313 million euros.
A key objective is for at least 50% of the work under each project to be carried out by Greek companies. The government aims for at least half of the technological and manufacturing value to remain within Greece’s domestic space industry, covering the development of components, systems and subsystems, satellite assembly, integration, testing and mission operations.
Tender specifications will also require Greek companies to play leading roles in core systems while making investments that leave a lasting technological and industrial footprint in the country.
The programme is expected to last more than 36 months, with completion targeted for the final quarter of 2029 and the option of extending implementation through 2030.
According to the Ministry of Digital Governance, Hellas-Space 2.0 represents the largest national investment ever undertaken in Greece’s space sector.
Very high-resolution optical satellites
The acquisition of very high-resolution optical satellites is expected to require 60 million euros to 70 million euros.
The plan calls for at least two Greek-owned satellites, with the ultimate goal of deploying three to provide daily coverage of the country.
The satellites will support civil protection, border surveillance, vessel identification, monitoring changes in the built environment, precision agriculture and oversight of the European Union’s Common Agricultural Policy.
Thermal imaging satellites
Another 60 million euros to 70 million euros has been allocated for high-resolution thermal imaging satellites.
The government plans to acquire at least two satellites, with a long-term objective of making them three.
Their primary applications include the early detection of forest fires, wildfire mapping, night-time surveillance, border and maritime monitoring, irrigation management and tracking urban heat island effects.
Radio-frequency monitoring
Between 45 million euros and 50 million euros will be allocated to radio-frequency monitoring and Signals Intelligence (SIGINT).
The system could consist of either a single microsatellite with geolocation capabilities or a constellation of three satellites.
Its applications include locating radio transmitters and illegal broadcasts, protecting borders and critical infrastructure, and detecting vessels that do not transmit identification signals.
On-orbit satellite inspection
The programme allocates 35 million euros to 45 million euros for the development of satellite inspection and servicing capabilities in orbit.
The plan includes at least two microsatellites capable of approaching and inspecting other spacecraft, performing autonomous manoeuvres and carrying Greek-developed equipment.
This pillar also includes the establishment of a Greek production line for agile spacecraft.
The Ministry of Digital Governance and the domestic industry will retain operational access to the systems for at least 30 months.
Secure satellite communications
Between 17 million euros and 23 million euros has been earmarked for secure satellite connectivity and Positioning, Navigation and Timing (PNT) systems.
The programme includes the development of secure terminals for fixed and mobile platforms, along with receivers for the Galileo Public Regulated Service (PRS).
Greek companies are expected to undertake more than 60% of the work related to terminals and receivers, while all security and operational infrastructure must be developed domestically.
Testing Greek technologies in space
A further 15 million euros to 20 million euros will fund the testing and maturation of Greek space technologies.
The programme will support in-orbit validation and demonstration (IoV/IoD) of components and missions in secure communications, Earth observation, the Internet of Things and optical communications.
Funding will also be directed toward advanced sensors, onboard data processing and storage systems, and encryption technologies designed to withstand future quantum computing threats.
Satellite data infrastructure
The final pillar, valued at 25 million euros to 35 million euros, focuses on secure Earth observation services and satellite data infrastructure.
It includes expanding Greece’s National Data Hub, developing ground systems for faster reception and processing of satellite imagery, and integrating these systems with existing public-sector infrastructure.
Additional services will support maritime security, the blue economy, rapid weather monitoring and forecasting, climate information and commercial applications based on satellite data.
Bidders will be required to demonstrate binding agreements with suppliers and subcontractors, launch readiness, and plans for the operational and commercial exploitation of the systems throughout their lifecycle.
Contracts will also define intellectual property rights, licensing arrangements, the Greek state’s access to data, and the industrial and technological investments that will remain in Greece after the projects are completed.
