Overdue tax debts reach 113.86 billion in 2025; up 10 billion euros

Overdue tax liabilities to the tax administration amounted to 113.86 billion euros in December 2025, according to data from the Tax Administration Monitor released by the Independent Authority for Public Revenue (AADE).

New arrears totaling 9.858 billion were added over the course of the year. The figures over the last two months clearly indicate an upward trajectory: from 112.50 billion in October, outstanding debt rose to 113.15 billion in November and 113.86 billion in December, accumulating approximately 1.36 billion in additional arrears over the two-month period.

The “collectible” overdue balance—i.e. the portion considered recoverable—stood at 78.83 billion euros, remaining broadly unchanged in the final months of the year.

Compared to December 2024, the number of debtors in 2025 declined by 58,432 individuals, or 1.55%. On a month-on-month basis, the number of debtors fell by 169,018 in December compared to November. Overall, 2025 closed with 3,713,275 taxpayers in arrears, down from 3,882,293 in November and 3,771,707 in December 2024.

Of the total debtor base, 2,308,665 are eligible for enforced collection measures, while 1,662,981 taxpayers (72%) are already subject to seizures or other compulsory enforcement actions.
