Telecom remains a competitive market
Driven by mobile telephony, ICT services, and the continued rollout of fiber-to-the-home and business (FTTH) networks, OTE recorded higher revenues and operating profitability in the first quarter of 2026.
At the same time, its management appears cautious regarding the prospect of PPC expanding into the mobile telecommunications market. Speaking to analysts following the announcement of the Group’s results, OTE Chairman and CEO Kostas Nebis said that “it is still too early to draw safe conclusions,” as neither the model for allocating spectrum in the 900 MHz and 1800 MHz bands nor the final participants in the process have yet been clarified.
PPC’s entry into the sector
Naftemporiki has revealed PPC’s interest in the mobile spectrum that will be reallocated following the expiration in 2027 of the relevant usage rights held by OTE, Vodafone and Nova. PPC participated in the public consultation launched by the Hellenic Telecommunications and Post Commission (EETT), while market sources indicate that its interest was not limited to a specific frequency band but extended more broadly across the available spectrum.
In the market, this move is being viewed as an indication that the company is considering entering the mobile telecommunications sector as well, although management has yet to reveal its intentions. Nebis also noted that the starting prices for the spectrum set by the Hellenic Telecommunications and Post Commission are at reasonable levels, while stressing that it remains too early to make estimates regarding the course of the process. “We will see how things develop once the EETT announces further details,” he said.
Responding to a question on whether OTE sees any impact from PPC’s expansion into FTTH, the Group’s chief executive emphasized that “the market has always been and remains competitive,” referring to the financial results announced, which, he noted, show that OTE’s subscriber base remains stable.
