Greece sets out AI rules under EU framework

Greece will set out its legal and institutional framework for the operation and applications of artificial intelligence this week through draft legislation submitted to parliament, Digital Governance Minister Dimitris Papastergiou said in an interview with Naftemporiki.

The bill will adapt the European Union’s Artificial Intelligence Act to the Greek legal system, defining responsibilities for implementation at national level, Papastergiou said.

The AI Act is the EU’s first comprehensive regulatory framework for artificial intelligence, introducing strict requirements on governance, risk management and transparency for general-purpose AI models.

Under the proposed legislation, Greece’s data protection authority will assume supervisory responsibility for AI systems.

“We are called to respond in a structured way to what is happening in legislation and to address potential models that could pose a risk to personal freedoms,” Papastergiou said.

He added that AI systems would be categorised according to risk, with high-risk models subject to reporting requirements and safeguards designed to prevent misuse or exposure of personal data.

“With the AI bill, the Data Protection Authority will undertake this work,” he said.

Papastergiou also said the legislation aims not only to regulate but also to promote innovation, including through the creation of regulatory “sandboxes”.

These sandboxes, provided for under EU rules, are controlled environments where companies or universities can test new technologies without risking sensitive data or system integrity.

They are designed to allow the safe testing of potentially unreliable or malicious code in isolated environments.

Under the bill, the public administration will also be able to establish interoperability sandboxes to safely test new digital solutions.

“These sandboxes help simplify complex legal processes by enabling practical experimentation and faster implementation of innovative interoperability projects, marking a step towards smarter and more seamless public services,” he stated.
